The contradiction, stated plainly

The title describes a 4K HDMI optical adapter. The maker’s own specification bullet states HDCP 1.3 and an input resolution up to 1080p at 50/60 Hz. Those two statements cannot both describe the same device, and the second one is internally consistent — HDCP 1.3 belongs to the 1080p era.

Why HDCP 1.3 is the deciding detail

Protected content negotiates a copy-protection version before anything appears. A 4K source using HDCP 2.2 or 2.3 will not hand its signal to a device that speaks 1.3, and the failure is a black screen with no message. On a 1080p chain, it is not an issue at all.

What is genuinely well specified

The three modes, and what each output carries in each. RCA gives 2-channel PCM stereo; SPDIF gives 2-channel PCM or 5.1. Stating the format per output rather than as one list is more useful than most of this shelf manages.

Where it belongs

A 1080p source whose audio has to reach an old amplifier, with the video passing through untouched. In that role the specification is complete and the title is beside the point.
