It is a rating for the bracket itself. The wall, the anchors and how they are installed are a separate question, and they are the part that fails.
Why the two are not the same
The bracket is a manufactured product rated by its maker to a stated load. Your wall is not: brick, breeze block, aerated concrete, plasterboard on timber studs and plasterboard on metal studs all behave differently with the same screw, and only one of them holds anything at all without a specific anchor.
What most kits actually supply
Masonry screws and plugs. That covers solid brick or block. A plasterboard partition needs a different fixing entirely — usually into the studs, located rather than guessed — and the mount’s instructions say which.
The figure that makes it worse
Extension. A full-motion arm at full reach multiplies the moment on the anchors several times over compared with the same screen held flat. That is why the same mount is rated differently for different arm positions in some documentation.

Questions people actually ask
Does a heavier rating mean a safer installation?
Not by itself. A mount rated for 60 kg fixed to an unsuitable anchor in an unsuitable wall is less safe than a 40 kg mount fixed correctly. The rating and the fixing are separate questions, and only the second one is about your house.
Do full-motion mounts need stronger fixings?
Yes, and the makers say so. Extending the screen away from the wall multiplies the leverage on the anchors, so the same television imposes far more on the fixings at full extension than it does flat against the wall.
