It means the bar can decode the Dolby Atmos bitstream. It does not mean the bar has speakers aimed at your ceiling — that is a separate claim, and the channel notation is where it is made.
The notation, read properly
A figure like 5.1.2 has three parts: five speakers around you, one subwoofer, two height channels. The third number is the one that answers the question. A bar sold as “Dolby Atmos” with no third number decodes the format and renders height virtually — by processing the signal to suggest elevation.
Why virtual height is not nothing
It is a real effect and a smaller one. Psychoacoustic processing can widen and lift a soundstage convincingly enough that many people are happy with it. What it cannot do is place a specific sound above you.
What up-firing drivers need
A ceiling that reflects: flat, hard, horizontal, at an ordinary height. That is a condition of the room, not of the bar, and it is why the same model is impressive in one house and inaudible in another.
What to check on the source side
eARC. The lossless Atmos stream from a disc needs it; the compressed version inside Dolby Digital Plus, which is what streaming services use, travels over ordinary ARC. A bar that decodes Atmos connected by optical cable will never receive it, because the standard cannot carry it.

How do I tell whether a bar has real height speakers?
The channel notation. A "5.1.2" has two drivers aimed at the ceiling; a "5.1" marked Atmos produces height by processing alone. The third number is the height channel count, and its absence is the answer.
Do up-firing drivers work in every room?
No, and makers state the condition quietly in the manual rather than on the box: they need a flat, hard, horizontal ceiling at an ordinary height. Under a sloped, beamed or absorbent ceiling they produce very little.
