One remote. HDMI ARC sends audio back from the television to the bar and carries control alongside it, so volume works from the television remote and everything switches on together. On a bar this cheap, that is the difference between something used daily and something unplugged after a month.
Two channels. No centre, so dialogue is a phantom image between the drivers; no subwoofer, so the low end is what a slim cabinet can produce. Both are the honest limits of the price.

Because it decides daily use. ARC carries audio back from the television and carries control with it: the television remote adjusts the bar's volume and both power on together. Without it, there is a second remote in the room for the rest of the bar's life.
For an ordinary room, yes — perceived loudness rises slowly with power, and a bar in front of you is far more efficient than television speakers firing into a cabinet. The figure has no stated conditions, so it cannot be compared with a measured rating.
