The bottom line A well-made 2.1 set whose Atmos claim is precisely worded — decoding, not height — and whose separate subwoofer is the real upgrade over a one-box bar.
“For Dolby Atmos.” The bar decodes the format; it does not have drivers aimed at your ceiling. That is a careful and honest phrasing, and it is the distinction this whole shelf blurs.
The separate wireless subwoofer. A slim bar has no cabinet volume, so its low end stops where the enclosure does. A separate box reaches lower and — more importantly — can be moved. Position changes output at the listening seat more than a better subwoofer would.

No, and the wording is careful. It decodes the Atmos bitstream and renders it across two channels plus a subwoofer. Height information exists in the signal and there is nothing aimed at the ceiling to place it. A bar with height drivers states a third number in its channel notation.
Air. A driver needs cabinet volume behind it to move low frequencies, and a slim bar has none. A separate cabinet reaches lower and can be placed where the room supports it — which changes its output at your seat more than its specification does.
