Because of the unit rather than the size. 3 000 ANSI lumens is a standardised measurement; 4 000 lumens is stated by the maker in its own form. A larger number in a looser unit is not a larger measurement, and this site compares what makers publish rather than what the numbers suggest.

Can an ultra short throw projector go on a ceiling?

It is not designed for it. The whole point is that it sits close to the wall on furniture, throwing a very wide angle upward. Placing one further back does not work — the geometry is fixed by the lens. A short-throw or standard projector is the ceiling-mounted answer.
